Making the Grade no Easy Task
Perry Zirkel, professor of education and law at Lehigh, was quoted in an article about No Child Left Behind. States have found numerous ways to skirt the problem of poor-performing subgroups such as special education. Some, such as Texas, have increased the number of students required to track a subgroup, said Zirkel. In the highly pressurized environment of No Child Left Behind, some educators say that meeting the law's requirements is impossible and their states have sought loopholes in the legislation to avoid punitive actions. Others are trying to comply, but worry that they can't. They say that students in special education are in those classes because they can't perform at grade level and that the law contradicts the point of special education.

Infinera Ready to Sell to a Reviving Fiber-Optic Market
The Center for Optical Technologies at Lehigh University was mentioned in an article about Infinera Corp., an operation in Upper Macungie Township that is in the process of transforming itself from a research lab into a full fledged production line. The company has raised more than $150 million in venture capital since its founding in 2001. It has received $300,000 from Ben Franklin Technology Partners of Northeastern Pennsylvania, which was an early supporter of the company. It has also worked extensively with the Center for Optical Technologies at Lehigh University. The center is working with Infinera on the development of its next generation of products. ''They have indeed done a stellar job of increasing the functionality that goes into this system,'' said Kim Trapp, industrial liaison officer for the Center for Optical Technologies. In May, Infinera came out of hibernation and has since sought notice for the photonic chips and digital optical networking module it makes for fiber-optic networks.

Route 22: Fifty Years, One Billion Cars
Stephen F. Thode, director of the Murray H. Goodman Center for Real Estate Studies at Lehigh University and associate professor of finance and law, was quoted in an article about Route 22, which was built to reduce congestion and has nearly reached its capacity. Steve Schmitt, director of the Coalition for Appropriate Transportation wants an innovative pricing plan that would charge a toll to motorists, particularly during weekday rush hours. The cost would push some motorists to seek alternatives such as driving less and using mass transit. He argues that it would not only create a cleaner environment, but also help avoid expensive upgrades to Route 22. Thode is seeking a more drastic fix. Unlike Schmitt, Thode does not think alternative transportation and mass transit are the answer, but he does think Route 22 is part of the problem. Thode, whose class has made a pet project of studying the highway, believes that turning Route 22 into an easy-access expressway, without upgrading feeder roads such as Routes 191, 248, 412 and 145, only served to choke off development in the Valley cities of Easton, Bethlehem and Allentown. ''They will never get enough money from PennDOT to properly upgrade Route 22 and all of the roads that run into it,'' Thode said. ''They need to be willing to look outside the box. Tolls are the best solution.''
