After months of complaining about a college-cost crisis, Republican lawmakers in the U.S. House of Representatives on Thursday introduced legislation designed to do something about it. The bill, sponsored by Rep. Howard P. (Buck) McKeon, of California, would penalize colleges that raise their prices too high by preventing them from participating in some federal student-aid programs.
